I would say that the gentleman showing his tattoo and the fellow to his right switched hats. Religious Jews don’t do tattoos, and also that gentleman is not showing tzitzit (fringes,) from a talit katan.
The fellow wearing the large (asian?) hat is probably pretending to roll up his sleeve as part of the fun.
Definitely looks like a good time and a nice moment – wish I had been there.
